Our analysis
Why this matters
Sino Biopharmaceutical (SBP Group) and PT Tempo Scan Pacific Tbk signed a joint venture agreement in Jakarta on 24 July 2026, creating PT Tempo CTTQ Biopharmaceutical Indonesia (TCBI). SBP holds 51% and Tempo Scan 49%. TCBI will handle registration, clinical development, medical affairs, market access and commercialization of innovative and specialty drugs in Indonesia, and will evaluate local production.
Indonesia is Southeast Asia's largest pharmaceutical market, and its local-content rules and national health insurance (JKN) favour locally made and locally registered products. A joint venture with a long-established Indonesian company gives SBP a faster route through registration and market access than a standalone affiliate. For Tempo Scan, it adds an innovative pipeline from one of China's largest pharma groups.
