Our analysis

Why this matters

Sandoz, one of the world's largest generics and biosimilars companies, has signed a strategic partnership with Tabuk Pharmaceuticals to localize the manufacture of specialized medicines in Saudi Arabia. The agreement was signed at the headquarters of the Local Content and Government Procurement Authority (LCGPA), which sponsored it, in the presence of LCGPA CEO Abdulrahman Al-Samari.

The sponsor is the signal. LCGPA sets the local-content preferences applied in Saudi government procurement, and the Kingdom's unified public tenders increasingly reward products made in-country. A multinational that wants to keep winning Saudi public-sector volume for specialty generics now needs a local manufacturing story — and the fastest route to one is an established Saudi plant, not a greenfield site.
