Our analysis

Why this matters

Kazakhstan's government has approved an investment agreement with Nobel Almaty Pharmaceutical Factory JSC, the Kazakh manufacturing arm of Türkiye's Nobel İlaç, for KZT 39.2 billion. The project covers 53 medicines, 17 of them socially significant, plus active pharmaceutical ingredients and biopharmaceuticals, built to GMP standards, and is expected to create more than 200 jobs.

Nobel has operated its Almaty factory since 2002 and exports from it to several countries, including Russia. Adding API and biopharmaceutical production moves the site up the value chain from finished generics, which is what Kazakhstan's localization policy is designed to reward.
