Our analysis
Why this matters
On 15 May 2026, Kazakhstan's government approved an investment agreement between the Ministry of Health and Karaganda Pharmaceutical Complex (KPC), in a resolution signed by Prime Minister Olzhas Bektenov. KPC will invest KZT 42.5bn of private capital (about US$90M at that day's official rate) to build and modernize production facilities in Karaganda. The plan covers about 74 medicines, including innovative drugs for cancer, autoimmune and rare diseases, together with API synthesis and biological and biotech products. About 70 jobs are expected.
The API commitment sets this project apart. Most localization projects in the region start with finished-dose formulation, so a domestic company planning API and biologics production is aiming higher up the value chain. The government describes it as one of the largest investments in the country's pharmaceutical sector.
